This packet is sent by the client to the server after opening the emoticon GUI, which is basically a mini-window in the game containing all of Club Penguin's available emotes, and selecting an emote from that window on the screen.

In response, the server broadcasts the emoticon's id and the player who emoted it's id to other users in the room so that they see it emoted.
